Tory Councillor Robert Nemeth is calling on Brighton and Hove City Council to refund thousands of motorists after 10,000 people were fined for driving through bus gates during October alone.
Following a two-year revamp of Valley Gardens in Brighton, cars are now banned from several areas in the town.
In the first month of operation the council sent warnings to nearly 5,000 motorists to alert them of new driving restrictions.
The issuing of fines began in January of this year and appears to have raised over £1.8m in fines so far this year, reports The Argus.

In October, more than 9,600 drivers were sent fines of £60 each, with the figure reported to be down from some previous months.
Council officials revealed the information at the environment, transport and sustainability committee meeting last month, Cllr Robert Nemeth said that one driver was being fined every two minutes.
Cllr Nemeth is calling for a review into the bus gates and has demanded a report into returning fines to those drivers who he says have been caught out by the changes.
He said: “If thousands of people are fined a year after the gates are installed, then obviously there is something that has gone very wrong. These people should have their fines refunded”
