Nitrous oxide is a controlled Class C drug. Possession for inhaling laughing gas is a criminal offence and could land users up to two years in prison.
Upon making it illegal, Crime and Policing Minister at the time Chris Philp said: "Today we are sending a clear signal to people, especially young people, that not only is abuse of nitrous oxide dangerous to their health, but it is also illegal and those caught possessing it will face consequences.
"For too long the use of this drug in public spaces has contributed to anti-social behaviour which is a blight on communities.
"We will not accept it. This law gives the police the powers they need to take a zero-tolerance approach to this crime."
