Russian President made a bid to increase population numbers today as he proposed generous tax allowances for families who had more than two children.

Vladimir Putin also pledged additional funds for regions with low birth rates, ahead of an election which he is very likely to win.

Demographic concerns have plagued the Russian authorities for many years. Earlier this month, Putin urged Russian families to produce at least two children for the sake of the nation's ethnic survival, and three or more for it to develop and thrive.

Putin, 71, addressing lawmakers and other members of the country's elite, said at least 75 billion roubles ($825.51 million) would be allocated to regions with below average birth rates by 2030 and proposed prolonging preferential mortgage and maternity capital programmes until 2030.

"Constant work aimed at improving the quality of life for families with children and supporting the birth rate is needed," Putin said, announcing the launch of a new national project called 'Family'.

Poverty remains an acute problem, he said, directly affecting 9% of the population and with the rate among large families above 30 per cent. The goal is for those rates to fall below 7% and 12% respectively by 2030, he said.

Putin often makes pre-election promises, pledging more funds for groups such as pensioners, veterans and families that analysts see as a way for him to shore up support.

Russia suffered two decades of steady population decline following the collapse of the Soviet Union, exacerbated by chronic problems such as alcoholism.

The speech comes two weeks ahead of a presidential election in which Putin is expected to win another six-year term in a landslide.

Here are highlights from his speech, which was delivered to members of both houses of parliament, state officials, military commanders and soldiers.

WAR IN UKRAINE

"Today, when our homeland is defending its sovereignty and security and protecting the lives of our fellow countrymen in Donbas and Novorossiya (regions of Ukraine that Russia claims to have annexed), the decisive role in this righteous struggle belongs to our citizens, our unity, devotion to our native country and responsibility for its fate...

"We did not start this war in Donbas. As I have said many times, we will do everything to end it, to eradicate Nazism. To fulfill all the tasks of the special military operation. To protect the sovereignty and security of our citizens."

"The combat capabilities of the armed forces have increased multifold. Our units firmly hold the initiative (in Ukraine). They are confidently advancing in a number of operational directions, liberating new territories."

DIALOGUE WITH WASHINGTON

"Russia is ready for dialogue with the United States of America on issues of strategic stability."

"There have been more and more unsubstantiated accusations against Russia, for example that we are allegedly going to deploy nuclear weapons in space. Such innuendo, which is nothing but innuendo, is a ploy to draw us into negotiations on their terms, which are favourable only to the United States."

"The words of today's American authorities about their alleged interest in negotiations with us on strategic stability issues are demagoguery... they simply want to show their citizens and everyone else that they still rule the world."

"The West provoked the conflict in Ukraine, in the Middle East, in other regions of the world, and continues to lie, without any embarrassment, saying that Russia allegedly intends to attack Europe."
