"We now need to see this approach applied across the whole country - something we put to a vote in Parliament earlier this year, but Labour sadly voted it down.
"I now urge the government to think again and support our proposal to end non crime hate incidents entirely, and only investigate or record something if it is likely to be an immediate precursor to actual criminality.
"It’s time for a return to common sense."

Ayoub Khan, whose Birmingham Perry Barr constituency is home to Villa Park, has claimed there was a "deliberate disingenuous move by many to make this a matter of banning Jews."
The independent MP accused some parliamentarians of playing "fast and loose with" safety in his community,
He told the Commons: "I know the reality on the ground, and I know that there has been a deliberate disingenuous move by many to make this a matter of banning Jews, to conflate matters of policing with those of religion."
He later added: "Those who are not welcome in Aston are hooligans that have a long history of violence and vile racism, chants like 'f*** the Arabs', 'we will rape their daughters, that 'there are no schools in Gaza because there are no children left in Gaza', it’s these hooligans that are not welcome
"Can I ask the minister, how many millions of British taxpayers’ money is her Government offering to overturn the respective expert judgment of the West Midlands Police and the safety group?"
"Culture Secretary Lisa Nandy replied that she was "appalled by those" chants but added: "It is entirely disingenuous to say that you respect cohesion and inclusion when you’re seeking to divide and exclude."
Mr Khan called "absolutely disgraceful" from his seat as Ms Nandy responded.
Lisa Nandy warns some Maccabi Tel Aviv fans behaviour has previously been 'reprehensible'
The behaviour of Maccabi Tel Aviv football fans "in particular" has previously been "reprehensible", the Culture Secretary has said.
Lisa Nandy was responding to a question from shadow culture secretary Nigel Huddleston, who said: "What practical steps will be taken to ensure the safety of all fans and residents?
"And while many football teams have some undesirable supporters intent on causing trouble, let’s recognise the vast majority of fans want nothing more than to enjoy a good game of football."
Ms Nandy said: "He’s right to say that there are a minority of supporters in every club, and in this club in particular, whose behaviour is reprehensible, but that is not the case for all fans.
"And what is astonishing in this case is that it is unprecedented in modern times that all away fans have been banned because of the behaviour of a small minority.
"So we’re working with the police to try and support them, to be able to look at that in the round. He is right to say that we need action, not just warm words."
Labour warned party is haemorrhaging votes to Greens as Zack Polanski's party sees membership surge

Sir Keir Starmer has been warned about the threat of Zack Polanski's Greens

The Green Party of England and Wales’ membership has surged past the Conservative Party, with Zack Polanski's party standing at 126,000 members, making them the third largest party in the UK.
Current projections show 15 per cent of past Labour voters now said they would back the Greens at the next election, 50 per cent more than the number of the party’s former voters who said they were switching to Reform.
Mr Polanski said: "This milestone shows that people are ready for something new. The old two-party system is broken.
"The Green Party is growing because we speak to the real challenges of this moment, and it’s clear that with our message, people can see that politics can be a force for good."
One Labour official told the Times: "We are haemorrhaging far more votes to the left than we are to the right but Downing Street is doing nothing about it. It is just totally obsessed with Reform."

Security Minister Dan Jarvis said Shadow Home Secretary Chris Philp should "stop throwing mud", as he responded in the Commons.
Mr Jarvis said: "The first substantive witness was provided under the previous government, where (Mr Philp) was a Home Office minister.
"Yet neither he, nor the leader of the opposition, have taken the opportunity to say what involvement Conservative ministers and Conservative special advisers had in the main tranche of the evidence.
"Now the Prime Minister has confirmed that no Labour ministers, or special advisers, were involved with the provision of evidence for this case."
He added: "The party opposite have refused to confirm if any Conservative ministers or special advisers were involved in the provision of evidence under the previous government.
"I wonder if any of the former ministers here can provide the answers today.

Mr Jarvis said the Home Office’s role was "heavily restricted" to avoid breaching Crown Prosecution Service requirements, which told Matthew Collins he could not "share the evidence with others in Government."
He continued: "Ultimately it was an entirely independent decision by the CPS to discontinue the case and they have confirmed that they came under no outside pressure to do so."
Before the statement Commons speaker Sir Lindsay Hoyle said he was taking "specialist legal advice" about the case and the security of MPs.
Sir Lindsay said: "I am, alongside the Lord Speaker, to continue to seek advice from officials and specialist legal advice on what further steps might be taken to pursue this issue in other ways."

A spokesman for the party said: "We are currently in the process of fully reviewing our position in respect of VAT with the assistance of our appointed specialist VAT advisers."
There is no suggestion the party deliberately attempted to evade VAT.

"All that's missing is for Claudia Winkleman to appear and ask who they're going to banish next.

“For all Farage’s talk on cutting council waste hasn’t come close. Now members of his flagship council are fighting like rats in a sack. Reform is in meltdown and it’s local residents who will pay the price.

Why I fear that the grooming gang inquiry could face delay and lose focus - Charlie Peters
At the start of September, Jess Phillips also promised that the Home Office was in the "final stages" of the appointment process. Six weeks have passed since then and still no chair has been selected.
Now, I've had a few drawn-out job interviews in my time, but the final stage isn't typically expected to drag out over several months.
Is it possible that the Government is struggling to find a judge to lead the process?
Is the issue now so politically toxic, caused in part by Labour's far-right smears in January and their months of delay generating a Westminster row on the crisis, that no judge wants to take up the responsibility of directing this probe?
Labour and Tory MP demand answers on grooming gangs inquiry scope amid survivor concerns
A Labour and Tory MP have joined forces to write to Safeguarding Minister Jess Phillips expressing their concern about the grooming gang inquiry process.
Labour MP Sarah Champion, who represents Rotherham, urged the minister to provide an update on the progress of the inquiry alongside Robbie Moore, the Tory MP for Keighley and Ilkley.
The pair said they "strongly believe" that the inquiry should be "tightly focused", expressing concerns that the inquiry avoids the "sprawling scope that hindered" the Independent Inquiry into Child Sexual Abuse, chaired by former social worker Alexis Jay.
They said that such a scope would weaken "its impact and confidence in its conclusions".
