Unhappy with your broadband or 5G signal? You might not be alone. The UK's biggest broadband suppliers, mobile networks, and pay-TV providers have been called out for letting their customers down in an eye-opening report from industry regulator Ofcom.
It's just published its quarterly complaints figures, which cover the period from July to September 2025, and three providers came out tied worst for broadband gripes. EE, TalkTalk, and Vodafone all recorded 10 complaints per 100,000 customers — putting them at the bottom of the table. EE's complaint numbers actually stayed the same as the previous quarter, while both TalkTalk and Vodafone's figures increased this time around.
It's worth noting that these figures only relate to the complaints sent directly to Ofcom, not those handled by the customer service at the broadband provider itself. Although when someone does feel the need to escalate their complaint to the telecom regulator, it suggests their issue has not been adequately dealt with by the provider.
Ofcom said, "While we cannot deal with individual complaints, compiling these overall complaints helps us to better understand the reasons for customers’ dissatisfaction with their services and the companies that provide them. Also, by publishing these complaint figures, we can help consumers to choose the best provider and service for their needs."

Although it's not all grim news for these providers. While EE and Vodafone topped the charts for most complaints for broadband, they're also leaders for the fewest complaints received for their mobile services.
Faults, service, and positioning make up 40% of these broadband complaints — including things like slow speeds and connection drops.
The handling of complaints, as well as overall billing and pricing, added to the total tallies.

If you're in need of a switch to a new broadband contract, Plusnet came out on top as the least complained-about company with just four complaints per 100,000 customers.
Lisa Barber, Editor of Which? Tech, told GB News: “For many broadband customers, these findings will come as no surprise. Our research consistently shows that larger providers are outshone by smaller rivals. Plusnet, which received the fewest complaints of the providers covered, is a Which? Recommended Provider."
Sky took second place with six complaints per 100,000, making it another solid choice if you're looking to switch.
Ms Barber said, “Many of the biggest names in broadband have been letting customers down for too long. Delaying improvements and failing to offer a better service will only drive customers to companies that treat them better.
“Good-quality broadband isn’t a luxury - it is an essential. With plenty of competitive deals available, consumers have more power than ever to vote with their feet and switch.”
Broadband providers regularly save their best deals for new subscribers, with loyalty rarely rewarded. Even if you're happy with the level of service from the current provider, most broadband firms increase bills every year. It's still worth switching to cut monthly bills or unlock faster speeds for the same cost.

On the mobile front, EE, Tesco Mobile, Vodafone and iD Mobile all generated the fewest complaints for pay-monthly mobile contracts.
Companies O2, Sky, and Three were found to be responsible for the most service complaints — with Sky taking the leading position. What were customers mostly unhappy about? For O2 and Sky Mobile customers, it was mainly how their complaints were being handled.
On the other hand, Three customers experienced different issues – they were mostly frustrated with faults, service problems and difficulties getting connected in the first place.

Pay-TV results threw up some surprises too. EE attracted the most complaints in this category with six complaints per 100,000 customers.

In contrast, Sky and TalkTalk performed best in this category. TalkTalk, in particular, staged something of a turnaround, redeeming its reputation with just two complaints per 100,000 customers — one of the lowest rates recorded in the report. Sky followed closely behind, logging only three complaints per 100,000, reinforcing its position as one of the more consistent performers for customer satisfaction in the TV market.
Meanwhile, Virgin Media sat firmly in the middle of the table. The provider received five complaints per 100,000 customers for its TV service — notably higher than its closest competitors.
