The incident occurred on Sunday at the Bosnian squad's training base in Butmir, where the man was seen recording players with his mobile phone.
Bosnia's football federation has subsequently lodged a formal complaint with the European Union peacekeeping mission stationed in the country.
The controversy comes just hours before the two nations meet at the Bilino Polje Stadium in Zenica, with a place at the 2026 World Cup in North America at stake.

The soldier, dressed in military camouflage with an Italian patch visible on his shoulder, initially appeared harmless before retrieving his smartphone and beginning to record.
While the opening quarter of an hour was accessible to journalists and the public, staff noticed the man continued filming well beyond this permitted window.

"It's absolutely true," Endin Causevic, a journalist for SportSport, confirmed to Marca regarding the incident, though the outlet SportMediaset reported he was merely a fan watching proceedings.
The match carries enormous significance for both nations, with Italy seeking their first World Cup appearance since 2014 after failing to qualify for the previous two tournaments.
