Prince Harry is currently grappling with a storm around his involvement with the Sentebale charity and could face further action over claims made against him.
The Charity Commission concluded its compliance case into Sentebale with a Regulatory Action Plan to address governance weaknesses.
The report found there was confusion over roles, especially around powers delegated to the chair, and lacked proper internal complaints policies with no clear processes to resolve disputes.
The Commission did not find evidence of widespread bullying, harassment, misogyny, or misconduct by Prince Harry or by any other trustees but did acknowledge that several people involved felt they had been mistreated, and that those feelings should not be dismissed.
However, the charity's leaders could opt to pursue action independently.

A source told the Mail that a decision on whether to proceed would be taken by the Sentebale trustees and executive management.
The insider added that Sentable is focusing on delivering help to clients rather than taking further action at this point.
A source close to Prince Harry called any further action "provocative and pitiful".
They added that it would be a "rehash of unsubstantiated allegations of bullying, misogyny and more, which the Commission found no evidence of".
The Duke of Sussex is utterly devastated over what he sees as a "hostile takeover of his life's work", according to a source.
