A Pakistani migrant and University of Delaware student has been arrested after police found guns, ammunition, body armour, and a manifesto allegedly outlining plans for a mass shooting.

Luqmaan Khan, 25, was taken into custody on November 24 after police spotted him parked outside the university at night and acting suspiciously.


Officers proceeded to carry out a search on his vehicle, where a pistol, ammunition and body armour plates were discovered.

Prosecutors say the weapon was modified into a semi-automatic rifle.

Officers also found a notebook containing handwritten notes that allegedly detailed plans for an attack on his former school’s campus police department.

The notebook included a map of the police headquarters, with entry and exit points marked.

According to ABC News, the notes featured phrases such as "kill all" and "martyrdom".

Police have described the writings as “premeditated assault plans” and “warfare techniques".

After his arrest, Mr Khan reportedly told police that becoming a martyr was “one of the greatest things you can do".

Authorities say the full motivation behind the alleged plot remains unclear.

The 25-year-old, who moved to the US from Pakistan as a child, is an American citizen, according to New Castle County Police.

The FBI later raided his home and discovered more weapons.

Agents found an AR-style rifle and another pistol, modified into a fully automatic machine gun with the ability to shoot 1,200 rounds in under a minute.

The FBI also found 11 extended magazines, hollow-point bullets and a bulletproof vest.

All the weapons found in the suspect’s possession were unregistered.

Neighbours said the 25-year-old had once been friendly but had grown ‘standoffish’ in recent months.

Mr Khan remains in custody and has been charged with illegal possession of a machine gun.

An FBI investigation remains ongoing.

Police have said disaster was narrowly avoided thanks to a stroke of extraordinary luck.

Newcastle Police Master Corporal Richard Chambers said: “They just randomly drove up in the Canby Park West, and when they located the vehicle in the park, once they made contact with the individual, rather than just shooing the person out, saying, ‘Hey, the park is closed,’ they did police work."
