Two men have been charged with terrorism offences after allegedly attending training in Lebanon, police have confirmed.

Annis Makki, 40, and Mohamad Hadi Kassir, 33, are alleged to have travelled to the country and received terrorism training from the proscribed organisation Hezbollah in 2021.


The two men, who both live in central London, are due to appear at Westminster Magistrates’ court on Tuesday.

Makki has been charged with six offences, including being involved in the preparation of terrorist acts in 2024.

He has also been charged with expressing an opinion or belief that was supportive of Hamas, expressing an opinion or belief that was supportive of Hezbollah and distributing or circulating a terrorist publication, namely a Hezbollah video.

Meanwhile, Kassir has been charged with three offences.

Kassir is also accused of attending a terror training camp in Baffliyeh in south Lebanon in February 2015.

Detectives first arrested both men on Tuesday, April 1, at their homes, before they were subsequently released on bail.

They were rearrested on December 10 and taken into custody before being charged with terrorism offences.

Commander Dominic Murphy, head of Counter Terrorism Policing London, said: "These arrests and charges follow a painstaking investigation by detectives of Counter Terrorism Policing London, who have worked closely with a number of overseas law enforcement colleagues during the course of the investigation.

"These charges are yet a further demonstration that we will take robust action against anyone here whom we suspect as being involved in terrorist activity.

"I want to reassure the public that I do not assess there is an ongoing threat to the wider public as a result of the activities of these two individuals."

Both men are alleged to have been members of Hezbollah.

Makki is said to have been a member of the proscribed group since 2020, while Kassir was allegedly a member from 2015.

The Lebanese terror group, which is backed by Iran, is banned in the UK.

Hezbollah was officially classed as a terrorist group in the UK in February, 2019.

Before then, parts of the organisation had been proscribed since 2001. The military arm had been banned since 2008.

But in 2019, the UK authorities said they were no longer able to distinguish between the group's military and political wings.

Supporting Hezbollah is an offence carrying a sentence of up to 10 years in prison.
