A homeowner is rowing with his local council after his bin was not collected “because the lid was slightly open”.

Mark Welsh claims that his bin was one of two on his street in Llandudno left uncollected by a Wales county council.


His bin, which was filled with four week's worth of household rubbish, had the lid open by “one or two inches”.

He said the rest of his bins on his street, barring one, were successfully collected by Conwy County Borough Council.

His subsequent attempts to rearrange the bin collection have been unsuccessful.

Mr Welsh said: “I pay over £3,000 a year in council tax.

“We now have to wait another month for the next collection.

“Makes my blood boil - it's petty and pathetic.”

Conwy Council operates a “closed lid policy” so that collection crews will not collect from wheelie bins that are overflowing and where the lid cannot fully close.

They will also not collect bags or items left next to bins.

The council said that some missed collections last Thursday were due to issues with its refuse vehicle.

This restarted a row between council and residents who were previously upset in September 2018 when Conwy Council announced they would switch to a four week bin collection cycle.

Residents at the time argued that it would lead to overflowing bins and fly-tipping.

One resident online said: “If you can't close the lid due to having too much waste over the four weeks then what are you supposed to do?

“It should be every two weeks at the very least.”

Conwy Council reports that the four-week bin collection policy has increased recycling to 70 per cent and that excess waste should be taken to the recycling centre.

While some residents suggested to compact the rubbish down, the council has advised against standing on unstable wheelie bins due to health and safety risks.

The council also said that if recycling is done properly, resident’s bins “will only contain light, non-recyclable materials such as plastic film”.

Residents also raised complaints about the council’s customer service team.

One woman said she is still waiting for a missed collection to be corrected after three weeks, three emails and four phone calls.

Conwy Council admitted it missed some bin collections on Thursday, October 23, due to “issues with our vehicle”.

In a statement to GB News, Conwy Council said: “Some black bin collections in Llandudno were missed on Thursday, October 23, due to vehicle issues.

“When collections are missed, we ask that residents report the missed collection and leave their black bin out for collection until we are able to return.

“We returned to the area on Friday 24 to complete the collections.”
