A confidential Transport for London document outlining extensive anti-car measures has been leaked, prompting accusations that Mayor Sadiq Khan is intensifying his campaign against motorists.
The document, photographed in the hands of a local government official on the Tube, appears to show proposals for expanded controlled parking zones, increased parking permit charges, and reduced parking spaces across the capital.
The leaked papers list policies reportedly championed by a senior TfL advisor including plans for emission-based charges and the expansion of double yellow lines, the Mail on Sunday reported.
Senior Conservative MP Nick Timothy accused Khan of "planning to expand his war on motorists and make life in our nation's capital completely unliveable for ordinary Londoners who need a car".

The document, marked "confidential" and photographed on June 3, featured a page with a "list of policies" detailing multiple parking restrictions and costs to be imposed on drivers.
The Mail on Sunday confirmed that Jack refers to Jack Maizels, the "spatial policy lead" on TfL's London Plan team, which determines the capital's development over the next two decades.
In a 2023 post on social media site X, Mr Maizels stated: "The idea that prioritising cars somehow provides people with more choice is the biggest misconception in transport."
The proposals include "new/expanded/strengthened parking zones", "higher permit charges", "emission-based charges" and "double yellow line expansion".

Among the most contentious suggestions is the "reallocation of car parking to other modes" and "reallocation of general traffic lanes to other modes", which would create "quicker buses" and "bus and cycle only streets".
TfL has strongly denied that the policies outlined in the leaked document form part of the next London Plan.
A TfL spokesman said: "This is nothing to do with the London Plan or its policy development, and the document is not being used by TfL to inform transport policy."
The transport body characterised the document as "simply a list of potential tools that boroughs may consider using to improve transport infrastructure and schemes".

Despite TfL's denial, the document also included proposals for "destination parking charges", indicating potential cost increases in the capital's most popular areas.
Additional measures listed "speed limits safer speeds", suggesting possible expansion of 20mph zones with cameras throughout London.
Edmund King, president of the AA, criticised the potential rule changes, noting that they would massively impact motorists.
He added: "We've already seen an onslaught on drivers in London and Jack's list seems to be the final nail in the coffin. If parking spaces are removed, what are Londoners to do?"

APPGGCWThe revelations come as Sir Sadiq already faces criticism for implementing the Ultra Low Emission Zone, which charges vehicles failing to meet certain engine standards £12.50 daily.
The Mayor has also announced an increase to the Congestion Charge from £15 to £18 per day starting January 2026.
The leaked proposals follow calls last year from a green charity for councils to eliminate 25 per cent of London's roadside parking spaces, converting them into "parklets", rain gardens and cycle storage facilities.
