The 51-year-old fashion designer posted images including Harper as a toddler in a pink dress, riding a motorbike with her father David, and writing "I love mummy and daddy" in the beach.
"Happy birthday to my world!! You are my everything, and I'm so proud of the strong, confident, kind, and talented young lady you are becoming," Victoria wrote.
She added: "You're my best friend and I'm so lucky I get to be your mummy. We love you so so much!!"

Romeo Beckham was amongst the first to celebrate his sister's milestone, posting an early tribute that highlighted the close bond between the siblings.
The 22-year-old shared a photograph showing him with a protective arm around Harper, writing: "Happy 14th to the most amazing human there is love you always and forever."
His message comes as the family navigates ongoing tensions with eldest son Brooklyn, who is believed to have distanced himself from relatives in recent months.
Cruz Beckham's girlfriend, Jackie Apostel, also marked the occasion before other family members, sharing yacht photos with Harper and calling her a "beautiful girl."
The songwriter, 29, posted images from Victoria's Paris Fashion Week show last September, demonstrating her integration into the family circle.
Brooklyn Beckham has notably remained silent on his youngest sister's special day, continuing a pattern of non-engagement with family milestones that has persisted for months.
The 26-year-old has not acknowledged Harper's birthday on social media, despite regularly posting tributes for his wife Nicola Peltz's family members.
Sources suggest the younger Beckham siblings have become "collateral damage" in the ongoing family dispute, with one insider telling The Mirror that the situation is "potentially going to be heartbreaking for Harper if Brooklyn doesn't show up for her on her birthday."
The source explained that whilst the primary conflict involves Brooklyn and his parents, his younger siblings have "sadly" been caught in the crossfire of the family rift.
The estrangement between Brooklyn and his family has become increasingly apparent through his social media activity, with the aspiring chef failing to respond to posts his parents have included him in.
Sources claim Brooklyn "doesn't feel like he fits into the Beckham family right now" and believes his relatives haven't treated his wife Nicola well.

Brooklyn recently marked his proposal anniversary to Nicola, calling it his "best decision ever" and sharing a post stating he would "always choose" his wife.
