The Saints were demanding a total package of around £50million for the 20-year-old, forcing the Toffees to look elsewhere.
Grealish has found himself surplus to requirements at the Etihad over the last year, having been excluded from City's Club World Cup squad this summer.
The English international's standing at Manchester City has deteriorated significantly, with the winger managing merely seven Premier League starts throughout the 2024-25 season.

The forward's exclusion from City's matchday squad for their season finale against Fulham further highlighted his diminished importance.
Boss Pep Guardiola insisted the decision was "nothing personal" when addressing the omission.

Manchester City secured Grealish's services from Aston Villa for a club-record £100million fee in the summer of 2021, with the player signing a six-year contract extending until 2027.
The winger enjoyed considerable success during his initial campaigns at the Etihad, claiming Premier League titles in each of his first three seasons.
His contributions proved instrumental during City's historic treble-winning 2022-23 campaign, featuring in 50 matches and starting every knockout fixture en route to their maiden Champions League triumph.

However, his influence has waned considerably since, falling behind Phil Foden, Savinho and Jeremy Doku in the winger hierarchy.
Guardiola addressed speculation about Grealish's future, stating: "I'm the person who fought for him to come here and the person who fought for him to stay here this season and the next season."
The Spanish manager added: "What happens in the future is a job for Txiki [Begiristain, City's director of football], Hugo [Viana, the club's sporting director] and the agents."
Several Premier League clubs have monitored Grealish's situation, including Newcastle United and Tottenham Hotspur.
His former Aston Villa manager Dean Smith, now at Charlotte FC, also revealed he contacts Grealish weekly about a potential MLS move but acknowledged the player has "unfinished business" in England.
