Meanwhile, former First Minister Mark Drakeford who has been acting as the Health Minister, has been appointed Finance and Welsh Language Secretary.
Vaughan Gething will remain on the back benches as the MS for Cardiff South and Penath. The former FM revealed last month he will stand down as the MS at the Senedd election in 2026.
Eluned Morgan and her team have a tough 18 months ahead of them, with the 2026 Senedd elections looming. Latest pollling suggests Labour in Wales would struggle to be the largest party.
However, the First Minister said the changes today offer stability, draw on experience, and bring our collective talents together.
The new portfolios reflect modern Wales and are designed to address the key challenges that face us all.

She added “I have spent the summer listening to the people of Wales, and my new Cabinet appointments will now focus relentlessly on the priorities I heard from them.”
Andrew RT Davies MS, Leader of the Welsh Conservatives said: “While there may be a new First Minister, it’s still the same old Labour.
"We know that this Labour Welsh Government will continue to fail in the key areas that matter to Wales while they focus time and energy on pointless pet projects.”
He added, the Welsh Conservatives are the true alternative to Labour’s politics of distractions, and only with a Welsh Conservative Government will things finally change for the better.”
