Asked by GB News host Ellie Costello if Labour is weighing up the "serious option" of suspending or leaving the ECHR, Mr Pennycook stated: "Our plan is working. It is showing tangible signs of working."
Ellie interjected, telling Mr Pennycook: "Well, there's three boats in the Channel as we speak?"
He then admitted: "Yes, boat crossings are up, the gang's business model is entrenched. We've been very honest about the fact that we were never going to fix the broken immigration and asylum system we inherited overnight, but we are making tangible progress in terms of deporting people with no right to be here.
"This ambitious pilot scheme we've got in place with France now, asylum seekers have been detained under it, and we'll see removals to France in the coming week."
LATEST DEVELOPMENTS:
Delivering his verdict on whether Labour would leave the ECHR, Mr Pennycook revealed: "When it comes to the ECHR, we don't think it's in our national interest to withdraw completely, put ourselves in the same camp as two other countries, Russia and Belarus.
"But that is not to say that we don't think the convention needs reform."
He explained further: "We're making the case for reform in Europe, the Justice Secretary was at the Council of Europe in June doing just that, and we are looking about how the convention is implemented domestically in the case of Article Eight and how that can be abused to frustrate our laws.
"So it's not a case that we're saying the reform the convention needs to remain untouched, but we don't think it's in our national interest to withdraw or suspend it, not least because it underpins a series of incredibly important agreements, including the Good Friday Agreement."

Questioned by host Eamonn Holmes on Labour's push to build 100,000 new homes, Mr Pennycook hailed the work of the New Homes Accelerator in providing housing in six new areas.
Mr Pennycook told GB News: "One of the fastest ways to boost housing supply in the short term is to target support on those large developments across the country, and there are many of them that have planning permission, but which, for various reasons, have stalled or are simply not building out as fast as they could be and get that support in place so we can unlock and accelerate those sites.
"And that's precisely what our new Homes Accelerator has been doing over the past 12 months. As a result, we estimate that it's unlocked nearly 100,000 homes on consented or near consented sites.
"And today we're announcing six new large sites in Guildford, Aylesbury, Wigan, Somerset and two London boroughs, which will receive support through the accelerator. And we think that will unlock another 12,000 or so homes, making a contribution to our ambitious plan for change."
