Kemi Badenoch has hinted at a revival of the Rwanda plan and refused to rule out Trump-style migration bans in a scathing speech that slammed the ECHR for "attacking democratic decisions and common sense."

The leader of the opposition said she believes the Rwanda plan should never have been scrapped.


The Prime Minister scrapped the plan to deport foreign arrivals to the African nation after winning the 2024 general election, fulfilling their manifesto pledge.

Badenoch also suggested the Government should implement “travel bans on a country-specific basis”, referring to US President Donald Trump's recent full restrictions on citizens of 12 countries.

She said that does not mean she is endorsing the Trump proposal, claiming she has not reviewed the list of countries he has banned.

The US president banned citizens from seven predominantly Muslim countries from travelling to the US, including Iraq, Syria, Iran, Sudan, Libya, Somalia and Yemen.

Speaking on the implications of these proposed changes, the leader of the Conservative Party said her party is “increasingly of the view” that the UK will have to leave the ECHR, but she is yet to see a "clear and coherent route to change".

Badenoch highlighted illegal immigration as the best example of where “lawfare is destroying our country”.

She added: "I won’t commit my party to leaving the ECHR or other treaties without a clear plan to do so and without a full understanding of all the consequences for all parts of our United Kingdom.

"We saw that holding a referendum without a plan to get Brexit done, led to years of wrangling and endless arguments until it got sorted in 2019."

Responding to a question from GB News, the Conservative Party leader rejected that it is too late for the Tories following Reform UK's recent growth in the polls.

She said: "What I want us to do is something serious and proper. Just going on TV and making noise is not governing. And quite frankly, I’m tired of hearing politicians make promises that they don’t know how to deliver."

The ECHR has been widely criticised by Eurosceptics who claim it has been stretched by lawyers and judges to prevent Governments from effectively getting to grips with illegal migration.

Labour has committed to remaining in the convention but has vowed to look into reforms that will clamp down on judges applying overly generous interpretations in new guidance.

Reform UK has long been outspoken about their pledge to withdraw from the convention, and now Kemi Badenoch signals she would commit to leave if it is “in the national interest”.

Badenoch will make the final decision on Tory policy at the Party Conference later this year.
