She added that she was also thinking of "their families and of those injured".
"May I acknowledge also all those first responders who have worked to support all involved," Ms Connolly said.
The two cars collided a short time after 9pm and the Golf, carrying the five victims, burst into flames.
Another person, also in the Golf and aged in his 20s, is receiving medical treatment in hospital for non-life-threatening injuries.
Fianna Fáil Councillor Shane McGuinness described the weather as "very bad" at the time of the crash.
He added that the particular part of the road had no public lighting and many dangerous bends.
"This is a real tragedy and I send my heartfelt condolences to the families of the victims," Mr McGuinness said.
The group of friends were said to be on their way to Dundalk for a night out when the crash took place at Gibstown.
Emergency services were terrified by the carnage at the scene.
Superintendent Charlie Armstrong said it was a "tragedy".
"The loss of five young adults will have a deep impact on families and local communities in Carrickmacross, Dromconrath and in Scotland," he added.
"This is a shocking, devastating event for these families, their communities and the community here in Dundalk."
