They said the leader was the target of a strike that destroyed Hamas's "underground infrastructure" on the courtyard and surrounding area of the European hospital in the southern city of Khan Younis on May 13.
In addition, Hamas has not yet confirmed the death of its leader.
Despite neither confirming nor denying his death, 28 people were killed according to Gaza's Hamas-run Civil Defence agency.
Sinwar was one of Israel's most wanted and the younger brother of the militant group's former leader Yahya Sinwar, who was killed in a gun battle with Israeli troops last year.

Yahya Sinwar was responsible for the planning of the October 2023 attacks on Israel.
In the attack, 1,200 people were killed and 251 others were taken hostage.
At least 54,084 people have been killed in Gaza since then, according to the territory's health ministry.
The announcement comes after one person was killed and 48 others injured after a crowd overwhelmed an aid hub in Gaza, according to local health officials.
Mohammed Sinwar's elimination represents another step towards the Israeli aim of decapitating the group's command structure.
His status as one of Israel's most wanted figures underscored his importance within Hamas's operational framework in Gaza.
