Germany passes new law to legalise cannabis with new drug 'social clubs' set up

Germany has debated decriminalising cannabis for a number of years

A new law will allow the recreational use of cannabis in Germany - but strict rules will make it hard to buy the drug.

From April 1, smoking cannabis in some public places will be allowed and possession of up to 25g - equal to dozens of strong joints -will become legal.


In private homes the legal limit will be 50g after Germany's parliament passed the bill by 407 votes to 226 on Friday.

Health Minister Karl Lauterbach hopes the new ruling will undermine the black market and protect smokers from contaminated cannabis.

It comes as Germany has debated decriminalising cannabis for a number of years.

Medical groups have campaigned against the legalising of cannabis amid concern for young people.

Opposition conservative CDU, Simone Borchard said the government have supported a "completely unnecessary, confused law" despite warnings from doctors, police and psychotherapists.

Lauterbach argued that the current situation was no longer sustainable, adding: "The number of consumers aged between 18 and 25 has doubled in the past 10 years."

He said the new law would "dry out the black market" and fix "a failed drug policy".

However, the ruling comes with conditions including no smoking near schools and sports grounds.

The market will also see strict regulations so purchasing the drug will become difficult.

Initial plans to supply cannabis at licensed shops and pharmacies were rejected over concerns that there could be a surge in drug exports.

It has now been decided that non-commercial members' clubs, dubbed "cannabis social clubs", will grow and distribute the drug.

Membership to the club will be for German residents only and will be capped at 500 members.

Consuming cannabis onsite will not be allowed.

Growing the drug will also be legal, with households allowed up to three marijuana plants.
