A car which hit crowds of people at Liverpool’s victory parade followed an ambulance through a roadblock.
In an update, Merseyside Police said 65 people were injured in yesterday's incident in the city centre.
A man from the West Derby area of the city has been arrested and remains in custody.
Merseyside Police said a Ford Galaxy car was able to follow an ambulance onto Water Street, with ambulance crews en route to attend to a member of the public who was believed to be having a heart attack.

Merseyside Police Assistant Chief Constable Jenny Sims told a press conference: "It is believed the driver of the Ford Galaxy car involved in this incident was able to follow an ambulance onto Water Street after the road block was temporarily lifted so that the ambulance crew could attend to a member of the public who was having a suspected heart attack.
"As with many large events, with event organisers we planned for all contingencies and this included the implementation of road closures to protect pedestrians and an armed policing presence was also in place throughout the day.
"There was no intelligence to suggest an incident of this nature would take place, and as we previously stated, the incident is not being treated as terrorism.
"An extensive investigation into the precise circumstances of the incident is ongoing and we continue to ask people not to speculate on the circumstances surrounding the incident and refrain from sharing distressing content online."

DCS Karen Jaundrill told the press conference that a 53-year-old man from West Derby has been arrested on suspicion of attempted murder, dangerous driving offences and driving whilst unfit through drugs.
Officers confirmed 11 people remain in hospital and all are in a stable condition and appear to be recovering well.
Liverpool City Metro Mayor Steve Rotheram told the BBC: "The question, let’s be honest, that everybody’s sort of, it’s in the forefront of their minds is why did a car end up in Water Street and that’s for the police now to conclude their investigations, we’ll find out the reason why it was there."

Medical staff who treated those injured when a car drove into crowds at the Liverpool victory parade have told the Princess Royal they were “very, very fortunate” there were not more major injuries.
Anne visited the Royal Liverpool University Hospital on Tuesday where she met nurses, consultants and paramedics, as well as representatives from Merseyside Fire and Rescue Service and the football club, after 47 people were injured on Water Street on Monday.
A Buckingham Palace spokesman said: "The Princess would like to share her heartfelt condolences and support for the families and communities affected.
"Her Royal Highness also wishes to acknowledge the courage of the emergency services, some of whom she met today, and all those providing care and comfort during this difficult time."
