Number of people legally requesting gender change soars to record highs

Government figures show that 83 per cent of applications were made by Millennials and Gen Z

Applications to legally change gender have hit a record high over the past 12 months, despite the Supreme Court's ruling on sex earlier this year.

In the year to September, 1,987 applications were made for gender recognition certificates (GRCs) - this highest figure for any 12-month period on record.


Government figures revealed that 730 requests for GRCs were handed in between April and June alone.

The number represents the highest quarterly total since records began in 2009.

In April, Supreme Court judges unanimously ruled the terms "woman" and "sex" in gender legislation only refer to a biological woman and biological sex.

The ruling confirmed that access to single-sex spaces is determined by a person’s biological sex.

Before the landmark decision, a transgender woman with a GRC was legally treated as a woman in matters such as sex discrimination and access to single-sex services.

The judgment confirmed that holding a GRC does not override a person’s biological sex.

A total of 1,201 GRCs were issued in the year to September, with 662 going to people born male and 539 to those born female.

People from Millennial and Gen Z generations are leading in legal gender-change applications, the data showed.

Baby boomers saw the fewest number of GRC applications made, with just 28 issued to individuals born before 1959.

Generation X saw 82 successful applications from those born between 1960-1969, and 97 from those born 1970-1979.

Older millennials received 172 GRCs, while younger millennials were the biggest group at 493.

Of those born after 1997, Gen Z and Gen Alpha received 329 GRCs, but only for people born before 2007 since applicants must be 18 years old.

Sex Matters director of campaigns Fiona McAnena said: “The first generation of young people who were taught about gender identity in school and university, and encouraged to choose their own sex, are adults now, and here is this huge rise in applications from people aged 18 to 35.

"This seems to show that promoting gender identity just makes more people question whether they might be trans.

"The Supreme Court ruled that a GRC does not give a person the right to access opposite-sex spaces but it also generated a lot of media coverage of people with transgender identities, and that may also have fuelled demand.

"The fee is only £5 now, which is surprising for something as serious as changing your legally recorded sex and getting a new birth certificate."

According to the 2021 Census, around 262,000 people identified as being transgender in England and Wales.

The proportion was highest in younger age groups, with one per cent of those aged 16-24 identifying as trans.
