"Officers would now like to speak to anybody who may have information in relation to the incident.
"They are particularly keen to anybody who was in the area at the time or who has seen the dogs on previous occasions.
Anybody with information is asked to contact Gloucestershire Constabulary through the website, quoting incident 341 of November 16."
The breed of the dogs involved in the incident are not yet known.
It comes as figures obtained under a Freedom of Information request shows more than 9,000 people were taken to wards across the country due to being bitten or struck by dogs.
Animal charities have previously attributed the rise in dangerous dog attacks to the trend of purchasing the pets during lockdowns.
Figures show in 2022, 9,284 people needed to go to A&E for their injuries.
This compares to 8,409 in 2021 and 7,423 the previous year, when the first lockdown was enforced.
