The Maritime and Air Traffic Control Centre confirmed a "tyre explosion" had occurred as the plane took off.
A spokeswoman told local media: "There was some tire debris on the runway and the plane is now circling over Arlanda.
"A 'fly by' will be conducted where an assessment will be made of how the approach should be carried out."
She added that incidents like this were "not very common".
Norwegian Air said the plane had taken off "as planned", but "technical problems" left it forced to return to the airport.
