As part of the partnership, both companies will look to create an AI-powered car that adapts to the driving style and habits of the motorist behind the wheel.
It said that it does not want the AI to simply assist the driver, but rather to learn about them and understand them.
The car will learn to understand the owner's driving style and "adjust to itself to their emotional state" by improving safety.
Mohammed Yehya El Bakkali, founder and CEO of Perseus Motor Corporation, said: "Perseus was founded through a realisation that today’s car is passive and isolated, while I wanted a vehicle that could seamlessly partner with my busy day-to-day world.

"I envisioned a vehicle that thinks, adapts, and evolves around its driver.
"This alliance with SODA.Auto transforms that vision into reality. Together, we are building the most advanced driver–vehicle interface in the world."
Perseus will lead the design aspect of the car and embed AI as the core layer of the vehicle's architecture.
Research and development centres will be operated by both companies, with one in Bicester, Oxfordshire, and the other in Masdar City, Abu Dhabi, UAE.

Perseus reported that the facilities would contain world-class AI engineers, software specialists and testing advanced environments.
Commenting on the new project, Sergey Malygin, CEO of SODA.Auto, said: "Partnering with Perseus allows us to unite around a shared AI strategy and apply it in extraordinary new vehicles.
"The outcome will be a step change in how humans interact with vehicles: intelligent, intuitive, and deeply personal. This is Europe setting the global benchmark."
The landmark development plans come just six months after Perseus Motor Corporation launched as a new British-headquartered premium EV brand.

The manufacturer's first electric vehicle - a compact SUV - is set to hit the European market by late 2027.
Perseus said it would license a proven EV platform from a European manufacturer, with an Italian brand working on the design of the interior and exterior styling.
It aims to operate a direct-to-consumer sales model, in addition to an online platform, that will enable it to cut production costs.
The senior team includes former senior executives from the likes of Jaguar Land Rover, Lotus, Bentley and Ineos Automotive.
