However, Newcastle have ramped up their interest ahead of United, also down to the fact that the Red Devils have signed Bryan Mbeumo from Brentford for around £70million.
There had been reports that Chelsea would only accept bids north of £80million but GB News understands that offers of around £60-65million could be considered.
The Blues find themselves in a race to sign Dutch pairing Xavi Simons from RB Leipzig and Jorrel Hato from Ajax.
Chelsea have already spent over £150million this summer on players including Joao Pedro, Liam Delap and Jamie Gittens.
Newcastle have not made a decision on whether to pursue Jackson and consider keeping hold of Isak their priority.
The Sweden international has not put a transfer request in and is contracted until the summer of 2028, giving the north-east club confidence that they can retain the forward.
