Seema Malhotra said undocumented migrants are 'living on the margin of society'

Sir Keir Starmer's Migration Minister had previously vowed not to report undocumented migrants and controversially called for an amnesty, it has been revealed.

Seema Malhotra, who has overseen migration and citizenship at the Home Office since July 2024, previously signed a pledge not to report illegal migrants to authorities.


She also spoke in favour of an amnesty for undocumented migrants in 2021.

In 2018, Malhotra signed a pledge by the group "Global Justice Now" called "MPs not border guards".

The pledge stated she would "represent and advocate for all people living in my constituency as equal members of the local community, regardless of their immigration status".

She said: "My constituency and surgery are safe places, and I welcome all my constituents to seek representation free from fear of immigration enforcement.

"I will not report on anyone who seeks my advice to the Home Office for immigration enforcement and will ensure my office correctly handles sensitive personal information to prevent this from happening."

Malhotra was one of 102 MPs who signed the pledge, including several current Cabinet Ministers.

Other signatories included Liberal Democrat leader Ed Davey, Foreign Secretary David Lammy, Work & Pensions Secretary Liz Kendall, Jess Phillips, and Labour Party Chair Ellie Reeves.

In 2021, Malhotra participated in a Westminster Hall debate calling for an amnesty for undocumented migrants.

The debate was triggered by a petition demanding "urgent amnesty to undocumented migrants" who are "suffering in silence", which attracted 103,000 signatures.

She advocated for making it simpler for undocumented migrants to "become regularised", including reducing application fees.

During the debate, Malhotra described undocumented migrants in her London constituency as "living on the margin of society under continuous stress and anxiety, their basic rights often disregarded".

She told MPs: "Surely, in the interests of our economy and effective administration, which Covid now demands, and in the interests of humanity, there needs to be a much better answer to the issue of undocumented migrants."

Shadow Home Secretary Chris Philp criticised Labour's approach to immigration in response to these revelations.

"Labour Ministers are clearly not even interested in fixing illegal or legal immigration," he told The Daily Express.
