Cameron threatened to close down a number of Scottish government 'mini embassies' in key locations across the world

The SNP has been slapped down by David Cameron after Scottish ministers met with Turkish President Recep Tayyip Erdogan.

Lord Cameron said the move was a breach of protocol, as the meeting took place without a UK official present.


But a spokesperson for the First Minister claimed a UK official was invited to the meeting.

The issue of international meetings has been a growing point of tension between Westminster and Holyrood for months.

Cameron was angry that Yousaf had been pursuing a "very different foreign policy", sources told the Telegraph, especially for a subject as sensitive as the crisis in Gaza.

In a letter to the SNP's External Affairs Secretary Angus Robertson, Cameron said further breaches would mean the Government stops providing "logistical support" or FCDO facilitation of meetings.

He also threatened to close down a number of Scottish government international offices in British embassies in key locations including Paris, Berlin and Washington DC.

Cameron said the SNP had assured the FCDO that it would provide "sufficient advance notice" of the meeting with Erdogan so one of his officials could attend, but Cameron claimed this was "not done".

He said: "The absence of an FCDO official at this meeting contravenes the protocols in our guidance on FCDO support to devolved government ministers' overseas visits.

"Any further breaches of the protocol of ministerial meetings have a FCDO official present will result in no further FCDO facilitation of meetings or logistical support.

"We will also need to consider the presence of Scottish government offices in UK government posts."

Cameron's predecessor James Cleverly was forced to take a similar line on the issue earlier this year after the Scottish First Minister blocked UK diplomats from sitting in on a meeting with the Icelandic prime minister in New York.

As well as threatening to stop facilitating meetings between SNP ministers and foreign officials, the Foreign Secretary threatened to humiliate the party on the international stage.

He warned the SNP that his officials will "communicate to host governments that we do not judge it appropriate for them to meet" with SNP ministers unless a diplomat is present.

A UK government spokesperson said: "Foreign affairs is reserved under the Scotland Act and in such turbulent times, the need for the UK to speak on the world stage with one consistent voice is more important than ever."

A spokesperson for Yousaf said a UK official was aware of and invited to the meeting, and that the same arrangements were in place for Yousaf's engagements with other world leaders.

The official added: "The nature of events such as COP is that timings can change at the last minute, and the FCDO representative was elsewhere at the time it was convenient for the Turkish president to meet.

"Any threat by the UK government to curtail the Scottish Government's international engagement is misguided and would work against Scotland's interests."
