Labour's Electric Car Grant allows a discount of up to £3,750 off a vehicle if it has a retail price of less than £37,000 and is deemed eligible by the Government.
However, it has been met with resistance from manufacturers who complain that they weren't included in the planning process of the incentive.
Others are also frustrated that they may be excluded from the grant because they cannot meet environmental and Science Based Targets.
Chinese manufacturers are expected to miss out on eligibility, as most car production facilities are still powered by coal and fossil fuels.

Vauxhall announced that it would also offer zero per cent PCP finance on most of its electric models to help drivers move away from petrol and diesel cars.
The Grandland Electric also now benefits from the £1,500 ECG, in addition to an enhanced £2,500 deposit contribution on 7.9 per cent APR PCP finance.
Drivers can also opt for the "Electric All In" package, which adds a further £500 towards the cost of an Ohme home wallbox, or £500 towards public charging credit and 10,000 miles of free home charging when switching to Intelligent Octopus GO.
Steve Catlin, Managing Director, Vauxhall, commented: "These new offers bring clarity now to customers who were waiting to see which vehicles were set to be eligible for the new Electric Car Grant - with customers able to save £1,500 across our entire electric car range, as well as benefit from attractive new PCP finance offers.
