The shoot-out started on the back foot after Beth Mead slipped on the opening kick, giving Spain a 1-0 lead.
However, the team pulled it back after Spain's Aitana Bonmati missed a critical shot, giving England's Lucy Bronze, who has played the tournament with a fractured tibia, a chance to net a perfect goal.
The team, which has risen to international acclaim for their stellar performance under Dutch Manager, Sarina Weigman, received praise from Prime Minister Sir Keir Starmer who was watching the game from the stands in Basel, Switzerland.
